Moniaive Initiative worked as part of a local Steering Group consisting of representatives of the Glencairn Community Council, South of Scotland Community Housing and local residents, to develop a Local Place Plan. This is a document which outlines community proposals for development and use of land.
The final draft of the document was completed in October 2025 and the 28-day statutory consultation period commenced on 1 November. Two drop-in consultation events were held in the Glencairn Memorial Institute on 18th and 20th November.
The Local Place Plan was submitted to Dumfries & Galloway Council, and accepted by them, in May 2026. You can read the Supporting Statement here:

We were helped in this process by Stephen Connelly. Stephen has a Master’s degree in Forestry & its Relation to Land Use, and a PhD on public involvement in planning for sustainable development. His academic career, specialising in environmental policy, sustainable development, and local democracy, led him into working alongside voluntary and statutory organisations to advise on stakeholder engagement. He has also served as a trustee for environmental and educational non-governmental organisations, and as a director of a social enterprise. Stephen lives in Dalry, where he worked with the team developing the Dalry Local Place Plan. He is currently an Independent Trustee of Glenkens & District Trust.
